I have a few bulbs that are out behind the panel that has the engine start button and radio controls. Can this panel be removed without taking out the whole dash?

I'm afraid not. The instrument cluster must be pulled forward enough to access the 3 retaining screws that hold that module rear cover in place. One screw is accessed from the side and the remaining 2 screws must be removed from behind. To get the cluster free, remove the 2 little covers that are under the main instrument cowl. Under the covers are screws. With these out, the whole cluster is held on with pressure snaps, but it will only pull out so far. Lowering the steering column may be required to pull the cluster out far enough to do what you need. You'll know once you've pulled it as far as you can with the column intact.

This might be useful to you in some way:

Yes the steering wheel does need to be lowered. There are 4 nuts under the dash that hold up the steering shaft. 14mm if i remember correctly.

Perhaps I will wait for a few more bulbs to go out before I get back in there, based on this information. Thanks all!

Apparantly, somebody did a fairly indepth DIY with pics about changing the dash bulbs on the "other" forum. It's quite involved and when you decide to do it, you should replace all the bulbs at once. Another option is to get LED type bulbs. These should be the last time you'll ever need to do this.
